DonQuixote has put the codices up for download here.

I am in the process of putting them up on google docs here. (here for the first index page). Current progress as I type this: Just finished Index I.
You are encouraged to download the former and/or make copies of the latter to ensure it's safe in the future! :)

Codex II done. About to start editing in incantations and numen; this might take a lil while.

incantations, numens, new feats all done. Updated anchorite and impulse mage. Spellsage and savant need updating, I need to put up dragonheart adept and sublime shaper, then a whole bunch of prcs and a few races.

I can't find the text for the flamespeaker anywhere. :(

2. The second link there comes up as saying that I need permission. Is this intentional?
